OMAHA, Neb. (AP) — Nebraska Gov. Pete Ricketts announced Monday that he will not call a special legislative session to try to enact a 12-week abortion ban because the measure doesn't have enough votes to break a filibuster.

Ricketts — a Republican who has said he wants to ban all abortions, even in cases of rape and incest — said in a statement that Speaker of the Legislature Mike Hilgers informed him that only 30 lawmakers would vote for a measure to ban the procedure starting at 12 weeks of pregnancy. Thirty-three votes are needed to break a filibuster.

Cambodia’s ambassador to the United States says the return of 30 antiquities to his country by U.S. law enforcement authorities is like a returning of the souls of Cambodia's culture. Ambassador Keo Chhea made the comment at a ceremony Monday as he stood near 10th Century sculptures that are among 30 antiquities being returned to Cambodia. U.S. Attorney Damian Williams said some of the sandstone and bronze sculptures and artifacts were given up by their owners when U.S. authorities told them they were stolen. Others were claimed through court actions. Authorities said they range in age from the Bronze Age to the 12th Century.

An incident involving a white Mississippi Highway Patrol officer and three Black men is under investigation after a viral video showed the officer putting a handcuffed man into a chokehold and wrestling him into a ditch. The video shows the officer wrestling a handcuffed man to the ground on Friday in McComb. At one point the officer appears to use his knee to pin down the handcuffed man. The officer later pointed a weapon at the man's brothers as they filmed the incident. All three men were arrested. Officials say the incident is being investigated. One expert said the video displayed “Bad Policing 101.”

A Louisiana appeals court has upheld a lower court finding that the mayor of Shreveport cannot run for reelection this fall because he used the wrong address when he signed up for the race. Prosecutors have argued that Volodymyr Zhukovskyy repeatedly swerved back and forth before the head-on crash and told police he caused it. But his attorney blames the lead biker, saying he lost control of his motorcycle and collided with the truck while driving drunk.

Authorities say a buffalo charged and seriously injured a Kansas sheriff’s deputy one day before the animal’s owner was found gored to death. Ellsworth County Sheriff Murray Marston said in a news release that the buffalo had wandered onto a state highway and the deputy was trying to get the animal back in a pasture when it charged. A deputy from a neighboring county “put down" the animal. Then, Monday morning, dispatchers got a call from a woman who said that she had found her nephew, 56-year-old Scott Schroeder, of rural Bushton, dead in a pen and that she thought a buffalo had killed him.

Oklahoma City police say a man who shot and killed his three children before turning the gun on himself livestreamed threatening messages shortly before the killings. Police on Monday identified the man as 30-year-old Francoise Littlejohn. They say a relative saw Littlejohn threatening to harm his children on a social media livestream early Saturday and notified police. Police say just three minutes before that call, surveillance video showed Littlejohn parking in a northwest Oklahoma City neighborhood where the bodies were later discovered by a jogger. The children were identified as 3-year-old Trinity Littlejohn, 4-year-old Aliyah Littlejohn and 6-year-old Kyren Littlejohn.

Researchers are seeking thousands of volunteers in the U.S. and Europe to test the first potential vaccine against Lyme disease in 20 years. The shot developed by Pfizer and French biotech Valneva aims to block Lyme spread while a tick is biting. The new study will test three initial doses between now and next spring, and then a booster dose a year later. The only prior Lyme vaccine for people, made by another company, was pulled off the U.S. market in 2002. Pfizer and Valneva say with Lyme a growing threat, it's time to try again.
