ECP decided to use EVM in elections only when it was completely satisfied: Source

These sources said that the ECP is making every effort to meet the government's requirements by passing recent legislation that requires the use of the EVM to hold elections. But the source added that due to the sensitivities involved, ECP will not decide to conduct a poll through the EVM under any pressure.

"We will only do this if we are completely satisfied," a source who holds a key position on the committee told the news.

If a general election is held in Pakistan through the EVM, it is expected to be the world's largest electronic voting experience, with 120 million voters voting in one day.

ECP sources familiar with the matter said that so far, no other country has met the committee's expectations in the 2023 general election.

These sources said that although India has undoubtedly more voters than Pakistan, elections in India are held in multiple stages between states.

When referring to the three committees recently formed by the ECP to review the feasibility of the EVM system, the source said that these committees have four weeks to finalize their proposals.

It is said that the committee has submitted interim reports and the committee will discuss these reports soon.

There is a main committee headed by the ECP secretary that is responsible for reviewing the entire election process in light of the changes required for the new electronic voting system. The committee has detailed terms of reference and must study different formats implemented in different countries. In addition to deliberating the procurement, safety and storage of the machines, the main committee also discussed the most suitable system that can be adopted for Pakistan.

The second committee was established under the leadership of the ECP additional secretary to discuss the financial issues of the new voting system. The committee will investigate how much male cats the new system will cost.

The third committee was established under the leadership of the Director General of Law to evaluate current laws and propose changes to the constitution, laws, and rules required to switch to the EVM system.

ECP sources said that because the government is keen to use EVM, it agreed to control local governments through EVM, but later government ministers themselves stated that only direct elections of the Nazi party can be held through EVM.

These sources also explained that although the government urges ECP to expeditiously purchase EVM, it cannot do so due to the requirements of the bidding process and needs to be followed and cannot be ignored.

According to sources, some members of the government are pushing for the purchase of electric vehicles from a company headquartered in Dubai.

It is said that ECP has told the government that if these machines are urgently needed, then the only possibility is government-to-government transactions.

If these Dubai machines are not produced by private companies, the tendering procedure must be followed. It is said that in the past when ECP used EVM to conduct by-elections as part of its pilot project, the machine procurement process took 9 months.
