On Thursday, the Park County Elections Office will test the voting machines being used in next month’s primary election. Members of the public are welcome to observe the testing and certification process, which will begin at 9 a.m. and wrap up by mid-afternoon.

“In recent years, there has been a lot of misinformation and confusion about voting machines and how they work in Wyoming. This testing is a great opportunity for anyone to get a first-hand look at the processes we use,” said First Deputy Park County Clerk Hans Odde in a release. “We think anyone who attends will come away with even greater confidence in our elections.”

Anyone interested in attending should meet at the Park County Elections Office – located inside the Park County Courthouse – at 9 a.m. Attendees can attend a part of the testing if they cannot stay the entire time.

Park County uses equipment manufactured by Election Systems & Software (ES&S), an American-owned company based in Omaha, Neb. The devices include: DS200 ballot scanners/vote tabulators that will be deployed at each polling site; a DS450 scanner and tabulator used to process absentee ballots; and ExpressVote devices that are used a handful of times per election to help voters with disabilities mark their ballots.

On Thursday, all of the machines that will be involved in the Aug. 16 election will be tested. It’s a time-consuming process, in large part because it involves running roughly 1,200 test ballots through the DS450 and the DS200s to verify that they are correctly tabulating results. Then all of the machines will be sealed. If a machine fails the testing process, it will not be used.

“Not only does Wyoming law require our office to test the machines, it’s another important way of making sure every ballot is counted correctly,” said Odde.

As part of the safeguards used to secure Wyoming’s elections, the DS200s and other pieces of election equipment are incapable of connecting to the internet. Results are logged on a USB flash drive that’s sealed into the machine until after the polls close on election night. Those flash drives are then processed on a secure computer in the Park County Elections Office that also is completely disconnected from the internet.

Although votes are tabulated electronically, all voters in Wyoming cast their votes on paper ballots. The DS200s capture an image of every ballot and pair it with a vote record, making it possible to go back and verify that the vote recorded by the machine matched the voters’ markings on the ballot. The Secretary of State’s Office is planning to conduct a post-election audit this year that will involve randomly selecting a statistically significant sample of ballot images and comparing the images to the vote records.
