JEFFERSON CITY, Mo. (AP) — The Missouri NAACP and League of Women Voters on Monday sued to stop a new voter photo identification law that they claim will also limit voter engagement work.

Lawyers for the groups asked a local judge to block contested sections of the law from taking effect Aug. 28, weeks before the Nov. 8 election.

A few states have been amending or repealing “pay-to-stay” laws that require former prisoners to reimburse states for the cost of their jail stays, sometimes at daily rates exceeding what they would have paid to stay in a luxury hotel. Connecticut became the latest state to tweak its law this summer. Even with the changes, some former prisoners remain deep in debt. A Connecticut woman who was billed nearly $84,000 for her 2 1/2 year prison stay has filed a federal lawsuit saying that even after reforms, the state's law is unconstitutional.

African heads of state, representatives of international organizations and private business leaders are in Tunisia for the eighth iteration of the Tokyo International Conference on African Development. The Japanese government created the triennial event in 1993 to promote growth and security in Africa. Economic fallout from the COVID-19 pandemic, a food security crisis worsened by Russia’s war in Ukraine, and climate change are some of the topics expected to define the two-day conference starting Saturday. While 30 African heads of state and government planned to attend the event, Japanese Prime Minister Fumio Kishida is attending remotely. He tested positive for COVID-19 ahead of the summit.

Ukrainian authorities say Russian forces fired missiles and artillery on two cities across the river from Europe’s largest nuclear power plant. Concerns persist about safety at the Russian-controlled Zaporizhzhia nuclear power plant after it was temporarily knocked offline on Thursday. The governor of the Dnipropetrovsk region said Saturday that Grad missiles and artillery shells hit the cities of Nikopol and Marhanets, each located about 10 kilometers from the nuclear plant.  Russia and Ukraine have repeatedly accused the other of shelling the plant complex, raising fears that the fighting could trigger a catastrophe. Authorities began distributing iodine tablets Friday to residents who live near the plant in case of a radiation leak.

Serbia's president says the country won’t allow a pan-European LGBTQ Pride event to take place in its capital next month. Serbian President Aleksandar Vucic announced the decision to cancel the Sept. 12-18 EuroPride celebration, citing threats from right-wing extremists and fears of clashes. Members of the European Pride Organizers Association chose Serbia’s capital three years ago to host the annual event. Vucic said Saturday that a crisis with neighboring Kosovo and economic problems were among the reasons why the Balkan nation’s authorities didn't think they could handle EuroPride, which features a Pride parade. He said, “This is a violation of minority rights, but at this moment the state is pressured by numerous problems.”

A Libyan official says clashes have broken out between rival militias in Libya’s capital, killing at least one civilian and wounding five others. An emergency services spokesman said Saturday a comedian known for his social media videos died after he was shot in the chest. The spokesman says at least five other civilians were wounded in the clashes that centered in the capital city of Tripoli. Footage circulated online showed houses and vehicles apparently damaged from the fighting. The violence is the latest escalation to threaten the relative peace after nearly a decade of civil war in Libya, where two rival sets of authorities are locked in a political stalemate.

Diplomats from around the world have failed to reach agreement on a United Nations treaty designed to protect marine life on the high seas. A fifth round of talks ended in impasse early Saturday when negotiations at United Nations headquarters in New York were suspended after two weeks. Environmentalists had hoped the talks would close a gap in international marine protection measures by setting rules for protecting biodiversity in two-thirds of the world’s ocean areas that are outside of national jurisdictions. The negotiations centered on how to share benefits from marine life, establish protected areas, prevent harm from human activity, and help poor countries gain ocean exploration skills.

Authorities have transferred hundreds of asylum-seekers away from a makeshift camp outside an overcrowded migrant reception center in the northeastern Netherlands. The move came after a damning report called the area where about 700 people were sleeping rough this week a health hazard. A team from the Inspectorate for Health Care and Youth said after visiting the temporary camp outside the center in the village of Ter Apel that there was “a serious risk of outbreaks of infectious diseases as a result of the total lack of hygiene.” A spokesman for the government’s asylum-seeker accommodation organization said Saturday that about 400 asylum-seekers were moved overnight to alternative accommodations in different municipalities.
